Volatile energy prices explain some of the high cost of electricity in Conecticut, but low income discounts are adding more to consumer costs. Electric utility officials expect that public benefits charges will likely continue to increase due to the costs associated with the low-income discount rate.
That rate allows certain low-income customers receive a 10 percent discount on their electric bill and others receive a 50 percent discount on their electric bill. Customers are being identified for eligibility and auto-enrolled in the discount through a data-sharing process with the Department of Social Services.
