Green card marriage scam in New Haven


The buried lead in this report by the Greenwich Time is what the New Haven Registrar of Vital Statistics observed about a green card marriage scam operation in New Haven.


A larger organized operation. In 2023 the Registrar reported 93 non-citizen marriages that she suspected were marriage fraud. 80% of them were from India. The evidence supported that many of the applicants going to New Haven seeking marriage licenses were raising red flags, indicating a larger operation involving individuals and officiants who were possibly connecting the couples for immigration purposes. There was an “influx” of Indian men in their thirties from out of state requesting marriage licenses to marry New Haven residents, many who were Black and Latino women in their early 20s, sometimes coming in groups. The report says that two officiants seem to be connected to the marriages.


These couples did not know each other. An Indian man tried to apply twice on the same day with two different women, according to a June 2023 email. She noted that those types of marriages happen weekly. The next month, she said one man tried to get married two days in a row with two different women, according to the report. The Registrar said couples appeared not to know each other or each other’s names and would have difficulty filling out the required paperwork, according to the report. She claimed a “handler” would come in with the couples who had arranged the marriages.


Connecticut is the big easy for green card marriages.  The likely reason they were coming to CT was that there is no waiting period. Couples can be married on the same day that they apply for the license.
