Food insecurity - a clever way to modify residential zoning in backcountry Greenwich

The commercial operations of The Foodshed Network at North Greenwich Congregational Church has been approved preliminarily by Greenwich P&Z with many limitations. The Foodshed Network was founded by local resident, Ali Ghiorse, and is affiliated with Third Sector New England (TSNE) located in Boston. The goal is to bring locally grown produce from upstate Connecticut farms into Greenwich.
The distribution site will be set up for 3 hours from 8am to 11am on Tuesdays with a temporary small sign and table in the parking lot of the North Greenwich Congregational Church at 606 Riversville Road & John Street. The operation will run for eight months of the year.
The non-profit angle is to donate unclaimed boxes to local food pantries (don't our grocery stores already do that?). In a letter submitted to the P&Z Board, Rev Karen Halac said this would benefit needy families in the region.
It is expected that 20-25 cars would be picking up packages weekly. Anything more than that would require another look by P&Z. P&Z delayed final approval due to a procedural error in public notices.
Between the Lines: The big question is who will be counting the cars?
