Connecticut Gov Lamont to Feds: "Leave Us Alone" to keep biological men in women's sports

Connecticut schools are now the epicenter of a high-stakes national battle over the definition of fairness in athletics. This week, the Department of Education (DOE) launched a national sweep of 18 Title IX investigations across 10 states. While Waterbury was the lone Connecticut district in this latest round, it joins Cromwell, Bloomfield, and Canton in a growing list of CT schools facing the threat of losing millions in federal funding.
Out of Step. Connecticut's approach stands in sharp contrast to a sweeping national trend. As of early 2026, nearly 30 states have enacted laws or regulations to restrict biological males from women's sports and locker rooms. While the rest of the country moves toward biological-sex-based requirements, Connecticut’s leaders are doubling down on a "self-identification" model set by the state's athletic authority (CIAC) in 2017—a move that increasingly places the state on a legal and cultural island.
Inclusive at the Expense of Fairness. The rhetoric from Connecticut’s top officials confirms that the state is willing to prioritize its "self-identification" model over federal civil rights standards. CT Attorney General William Tong (D) said, "The investigation is meanspirited, unlawful, and deeply harmful to all Connecticut students," CT Governor Ned Lamont was even more defiant, saying, "Just leave us alone. Let the Waterbury school system solve these things for themselves. We don't need a bunch of federal bureaucrats coming around and bossing people around."
The Federal Hammer. The DOE has moved beyond warnings and is now freezing federal funding. By launching a national sweep of 18 Title IX investigations targeting gender-identity policies, the federal government is treating Connecticut’s policy as a civil rights violation. The Trump administration has stated that violations of women's rights, dignity, and fairness are unacceptable, and they are now using federal purse strings to enforce that stance.
Between the Lines: The message from Hartford is clear: Connecticut will continue to allow biological men in women’s sports and locker rooms, regardless of the federal definition of Title IX or the threat of losing millions in school funding.
